- The United States was the most lenient of the Big Three and the were led by their President Woodrow Wilson. His aim was to restore world peace through the 14 points. Woodrow Wilson strongly believed that the US should join the League of Nations, and he tried to get the rest of the country on board, however, after WWI, the citizens of the Us did not want to fight another war, so they tried to become very isolated from the rest of the world, and did not want to be associated with the League.

The cartoon is showing Wilson as the chicken who "laid" the League of Nations, however it was too much for him to handle and he was never able to "hatch" this plan, or follow through with it.
